The Finance Committee
The Finance Committee shall consist of at least five (5) members including the Congregation Council chairperson, the Financial Secretary, and Treasurer. The President of the congregation shall be encouraged to be a member of the Finance Committee.
The duties and responsibilities of this committee shall be to:
1. Initiate an annual preparation and presentation to the Congregation Council a ministry program, determining anticipated receipts, and recommend a budget for adoption by the voters. The fiscal year shall begin January 1 and end December 31.
2. Encourage the congregation members to proportionate biblical stewardship, growing toward or beyond the tithe.
3. Adopt a written procedure for both income/expense and balance sheet transactions; inspect all insurance policies for adequacy of coverage and report findings to the Congregation Council; monitor and make recommendation to the Council for all extra budgetary requests for funds.
4. Review and recommend all depositories of congregational funds.
5. Provide a fidelity bond for the Treasurer and others that have access to congregational funds.
6. Analyze, with the Financial Secretary, the need for financial reports, advise the Congregation Council of important trends and propose appropriate actions to effect necessary changes.
7. Maintain an annual inventory of official documents in safe keeping and provide a copy to the Secretary of the congregation.
8. Be mindful, together with the Treasurer and Financial Secretary, of deposits and recording of all funds, prompt monthly remissions of offerings and designated gifts for mission and church agencies, and payment of salaries and expenses as authorized by the congregation and appropriate committees.
9. Recommend to the Congregation Council, and monitor responsible use of, all special funds such as foundations, memorials, trusts, bequests, endowments, and deferred gifts to the congregation. Review and recommend accepting or declining such gifts.
10. Recruit, supervise and train, with the Financial Secretary, teams of weekly counters. Provide security for counters. Review, annually, the procedure for security of and the counting of the offering.
11. Make recommendations, in conjunction with the Personnel Committee and the Mutual Ministry Committee, for staff compensation and benefits for inclusion in annual congregation budget.
12. Support the Financial Secretary as needed.
