The Personnel Committee
The Personnel Committee shall consist of at least seven (7) members including the elected Congregation Council chairperson..
The goals of this committee are to establish and administer equitable, fair and uniform policies pertaining to the paid staff (not including the pastor) of this congregation. This committee shall formulate such policies so the staff will be fairly rewarded for their endeavors and be allowed to grow to their full potential in a Christian atmosphere. This committee shall strive to promote and maintain a harmonious relationship between the staff and the Council and congregation.
The duties and responsibilities of this committee shall be to:
1. Familiarize themselves with current state and federal laws pertaining to Social Security, workers compensation, unemployment compensation, discrimination, safety codes, sexual harassment and retirement.
2. Familiarize themselves with churchwide ELCA personnel policies and benefits.
3. Establish written staff policies concerning vacations, sick leave, insurance, continuing educations, sexual harassment, etc
4. Write job descriptions for all staff positions, review them annually, and make recommendations to the Congregation Council for necessary changes.
5. Prepare written contracts for all staff positions, review them annually, and make recommendations to the Congregation Council for revision.
6. Consult with pertinent standing committees as appropriate when preparing or reviewing staff job descriptions or contracts, hiring and dismissal of personnel.
7. Establish a written employee grievance policy.
8. Maintain personnel records including: job descriptions, contracts, emergency information, payroll data, annual evaluations, etc.
9. Conduct annual performance evaluations in conjunction with the chairperson of the appropriate committee.
10. Establish definite lines of supervision for all staff.
11. Make recommendations for staff compensation and benefits to the Congregation Council for annual budget consideration in conjunction with the Finance Committee.
12. Conduct interviews, with the appropriate committee(s), and make recommendations to the Congregation Council for hiring personnel.
13. Make recommendations for dismissal of personnel after considering all alternatives.
14. Conduct exit interviews in cases of personnel departure.
15. Submit annual report of activities to the Congregation Council and the congregation.
